One thing that I've been wondering for literally decades is the setting default for ground, specifically intra-city traffic, mainly in Haven and other larger communities. As far as I've seen, source material doesn't really give us any guidelines for that apart from intro fiction in Players Guide and some indirect hints such as no rules for wheeled vehicles, and I've assumed that the traffic is mostly light scooters and bikes, maglevs and hoppers. However, the 5/23 development update included a piece of art which pretty clearly included a good old-fashioned 4-wheeled car in it. I am confused. Please advice.

Yeah, it's a bit unprecedented, isn't it? One of the first BP artworks to feature a car!! I think in most settlements - and by that I mean, in small settlements, with scarcely any streets or real ground traffic in them - cars are simply not needed. Scooters for urban ground trips and hovercraft for suburban (and urban too, of course) ground traffic. But in places like Haven or Harmony or Al-Mamlakah's whereabouts there's plenty of ground to cover so cars would be justified, I reckon. I'll reach out to ask whether we can expect info/rules for ground vehicles.

"There are some stats (in the books) for basic ground EVs, and a Maneuver that covers chases, races and vehicle-based attacks."

I can imagine individual little runabouts (with one to four wheels, and self-balancing) for personal use. Some might be like the Bakfiets cargo bikes, with a dedicated basket for carrying groceries, children, and stuff. There are likely to be various sizes of trucks for deliveries and transport. Ownership patterns of these vehicles could be interesting. How many people will own vehicles, and how many will rent one when needed? (Ubiquitous autopilots mean that the vehicles can drive themselves back to depots and charging stations when the rent period has finished.)
And there's public transport too. Haven has a maglev rail system going round the city, and there are likely to be busses as well. I imagine other large towns will have public transport too.
Second Try has a "series of industrial elevators carry pedestrians, cargo, and vehicles such as scooters and electric carts to and from the canyon floor." (MG p. 28)

I imagine it's a lot like rural towns where a big segment of the population just use their four-wheeler ATVs to get around; Just because the towns may be readily accessible, they can't necessarily count on roads between there and home. Plus they're often varying degrees of amphibious for this same reason. In some of the smaller towns around where I live, in winter some people just get around on snowmobiles because it's easier. I imagine some kind of popular amphibious four wheeler being the norm around frontier towns on Poseidon.

My assumption's that outside of maybe Haven and some (by no means all) Incorporate holdings Poseidon's ground traffic is hell, but in a colorful Third World way. Even if they're a post-car society, no traffic infrastructure on the planet is built for that kind of population growth.
The main four-wheeled vehicles on Poseidon are probably trucks rather than cars, and they're probably geared toward moving cargo within cities: minitrucks with ragtops, moving vans, food trucks, jeepneys converted from flatbeds, Hanover (and GEO) trucks suspiciously easy to convert into technicals, you get the idea. If they're built for the Poseidon market, they're probably designed for torque rather than speed, lots of idling, horrific roads, and airlift in emergency. (There are absolutely situations where the towing company can only arrive by jumpcraft.)
